The UK–India CETA advantage: Unlocking trade, tariffs and cross-border growth

The UK–India Comprehensive Economic and Trade Agreement (CETA), signed on 24 July 2025 after 14 rounds of negotiation, is designed to make trade between the two countries simpler, more predictable and more competitive—at a time when firms are actively diversifying supply chains and rethinking market access. CETA provides unprecedented duty-free access to 99% of India’s exports to the UK (covering nearly 100% of trade value), while India has opened 89.5% of its tariff lines (covering 91% of the UK’s exports).

A key advantage is the clarity of CETA’s tariff “staging” system. Some duties fall to zero immediately at Entry into Force (EIF) (Category A/EIF). Others reduce in equal steps over 5, 7 or 10 years (e.g., E5, E7, E10). For more sensitive areas, access may be managed through Tariff Rate Quotas (TRQs), where in-quota trade benefits from lower tariffs while out-of-quota trade faces higher baseline rates. Certain premium products may also be subject to Minimum Import Price (MIP) conditions, where tariff concessions apply only if the product meets a minimum CIF value.

To actually claim preferential tariffs, businesses must meet Rules of Origin (RoO). CETA generally tests origin through Change in Tariff Classification (CTC) and/or Qualifying Value Content (QVC). Under “Standard QVC”, qualifying content should not be less than 40% of the ex-works price (build-down) or 35% (build-up), depending on method. Documentation and audit readiness matter too: record retention is typically 5 years for exporters/producers and 4 years for importers.

Beyond goods, CETA also covers services across all four modes of supply and supports temporary movement of business persons—including business visitors (90 days), intra-company transferees (up to 3 years) and contractual service suppliers/independent professionals (up to 12 months in a 24-month period), with no numerical quotas in these categories.
